Canada has about 12000 agencies engaged in giving financial aid to different projects in foreign countries ,all according to their parameters. So there is nothing extraordinary if Lavalin company, along with a work contract, had made an understanding to arrange 100 crores of rupees for installation of an hospital. Such assistances had materialized in india and abroad through different agencies in Canada including Lavalin.
But on 13th May 1998 India had our second atomic test explotion inPokhran .Many countries including Canada and USA issued sanctions on India .So all trade, assistances, aid and donations come to a standstill .Naturally further assistance to cancer centre also ceased.
But our political scene is full of allegations. Canadian assistance was lost because there was no binding or enforcing agreement by the minister. According to UDF it is LDF minister and vice versa. How can there be a enforcing agreement for collecting donation for a charitable institution. Arguments litigation has lead even to registration of a case having good political mileage as one of the leading politician is a respondent.
The atom bomb exploded at pokhran in 1998 is showing it’s after effect in kerala politics after a decade.
